Winter opening times for Household Waste Recycling Centres (tidy tips)
This year the clocks will change at 2am on Sunday 29 October, going back by one hour.
Whilst, for most, that signals the start of winter, we wanted to remind you that our Household Waste Recycling Centre (tidy tip) opening times do not change. They will be open 7 days a week from 9am to 5pm.
It’s a good idea to pre-sort your waste and arrive at least 15 minutes before closing time to allow enough time to unload. Please note that we won’t accept waste after 4:50pm.
The only changes to opening times happen around Christmas, but we will remind you about those closer to the time.

Upton Village Hall
Upton Village Hall is situated in Cargate Lane NR13 6AU – https://map.what3words.com/treatable.carrots.hugs)
and stands within a large green space, housing football pitches, a children’s play area and a teenage/adult exercise area.The hall has a main area approximately 108 m2, a well-equipped kitchen, toilets block and a car park holding approximately 45 to 50 cars.
The hall is used by many groups including exercise classes, a Women’s Fellowship, Upton Horticultural Society and Upton Parish Council.
The hall is reasonably priced making it an ideal venue for training sessions, family gatherings and children’s parties. The three south-facing doors open out onto a patio and give access to the grass beyond.

101: Police non-emergency number
Norfolk Constabulary is supporting a Home Office campaign reminding the public that they should call 101 if they need to contact their local police for non-emergency issues.
More than three quarters of 999 calls received by the police are for non-emergencies, such as people reporting crimes that are no longer in progress (for example discovering that their home has been burgled or their vehicle has been stolen), or wanting to discuss anti-social behaviour in their local area.
101 is an easy-to-remember number for the public to call the police, and is designed to reduce the number of non-emergency 999 calls. This allows the police to respond more quickly to genuine emergencies, such as when someone is in immediate danger, a crime is happening right now, or a suspect for a serious crime is nearby.
Launched in 2012, 101 covers all police forces across the UK and has replaced individual forces’ local numbers. A call to 101 costs just 15 pence no matter how long your call is. Not only is this cheaper than some forces’ local numbers, the single rate for every call means you know exactly how much your call will cost.

Handyperson+ Service
The new Handyperson+ Service can carry out a range of small household repairs and minor adaptations to qualifying residents in the Broadland district.
A trained handyperson can assist and enable beneficiaries to live independently. The service includes access to a range of household checks to ensure the beneficiaries safety and warmth. The handyperson will also provide information, advice and guidance and can support and refer the beneficiary to other help available e.g. community activities, home help and companionship services, advocacy, benefit claims, health and legal services or financial management.
Who’s it for?
The service is available for anyone over 65 years old but will be specifically promoted to older people with long-term health conditions including those diagnosed with dementia.
How much does it cost?
- It’s free to those on means tested benefits
- If you’re not in receipt of means tested benefits, the charge will be £15 per hour, up to a maximum of £30 per visit
- Materials will be charged for unless grant eligible

- You will then be contacted to arrange a suitable time to assess your job and, if the materials are available, carry out the work

Who does what?
The Parish Council is funded by a precept which is an amount decided by the parish councillors each year and collected for the Parish Council by Broadland District Council as part of your Council Tax; if you look at your Council Tax bill you will see a line for a small amount for the Parish Council.
The Parish Council is made up of 7 parish councillors, who were nominated in May 2015. The parish clerk is employed by the Parish Council to deal with the administration, take the minutes of the meetings, produce the accounts and budgets and be the first port of call for local residents.
The Parish Council looks after the churchyard and cemetery, the play area and playing field in Cargate Lane, the boatdyke and staithe, the grasscutting around the village, various benches, litter bins, allotments and the bus shelter at Southend. The Council is consulted on planning applications but does not make the final decision. The Council supports various local charities and groups and appoints some of the trustees for the village hall committee.
Broadland District Council is the authority which decides on the planning applications, (apart from a few low-lying properties which are in the Broads Authority area.) It also looks after your rubbish collections, sorts out street nameplates, deals with pest control and other aspects of environmental health, tree preservation orders and licensing. Broadland also runs the Tots 2 Teens holiday play schemes.

The Parish Council meets on the first Thursday of each month at 7.30 p.m. in the Village Hall. There is always an opportunity for the public to ask questions or raise issues at the beginning of the meeting but then, once the meeting starts formally the public is not allowed to join in.
